How about the headline reading “City of Ottawa congratulates winners…”.
The Mayor and Council represent the city. How about leading with the names of the winners? Or perhaps even including them in the story?

Victoria, this was filed as a media advisory to indicate that I would be attending the presentation in my role as Mayor representing the City and Council.
We are very proud of all of the participants in the Green Bin Challange and I was pleased to meet the winners at City Hall yesterday.
